Keep. Needs rewriting and a lot of work but this is a legitimate controversy. After making a futile attempt at arranging the content into a coherent, NPOV article I'm changing my vote to delete. I suspect, although I cannot locate the source, that this is a copyvio from a newspaper somewhere in Minnesota on the basis of several Minnesota towns and a photo being referenced in the article without explanation.
